本周稀土市场金属价格相对稳定。亚洲金属网价格:镨钕金属313-318元/KG，镝铁合金价格1220-1250元/KG，铽金属价格3550-3630元/KG。This week the metal price of rare earth is relatively stable. The price from Asian Metal of this weekend presents that: PrNd 313-318RMB/KG, DyFe 1220-1250RMB/KG and Tb metal 3550-3630RMB/KG.

10月18日下午，酝酿许久的稀土“十三五"规划正式出台，其中明确指出，2020年底，六大稀土集团完成对全国所有稀土开采、冶炼分离、资源综合利用企业的整合，形成科学规范的现代企业治理结构。下一步，一方面六大集团（中铝公司、北方稀土、厦门钨业、中国五矿、广东稀土、南方稀土）要继续加快稀土行业整合，安排工作计划，明确目标任务、工作措施和时间进度；另一方面，国家会陆续完善相关行业法律法规，并同时将稀土采矿证、收储、研发基地建设、财税支持等政策落实到六大集团。

On Oct.18th afternoon, the 13th Five-year Plan of rare earth was officially published after the long time ferment. The plan clearly pointed out that at the end of 2020, the integration of rare-earth mining & smelting separation and resources comprehensive utilization enterprise of all the country would be completed by the Six Rare Earth Group; meanwhile the scientific & standardized modern enterprise management structure would also be established. And the next step is that on the one hand, the Six Rare Earth Group (Including ALUMINUM COPRPORATION OF CHINA LIMITED, NORTH RARE EARTH, XIAMEN TUNGSTEN CORPORATION,LTD.,CHINA MINMETALS CORPORATION,GUANGDONG RARE EARTH INDUSTRY GROUP,SOUTH CHINA RARE EARTH GROUP) will continue to speed up the integration of rare earth industry, make working plan, define target tasks、 work measures and schedule; on the other hand, the relevant laws and regulations of rare earth industry, mining permits, storage, R & D base construction, financial support and other policies should also be implemented by the Six Rare Earth Group.

对此，有分析人士指出，稀土“十三五"规划的出台，更明确了六大集团的定位，为我国稀土市场秩序化发展指明了方向。

Regarding above, some analysts also pointed out that the introduction of 13th Five-year Plan had made the position of Six Rare Earth Group more definitely as well as the development direction of order for China rare earth market more clearly.

六大稀土集团建立以来，行业集中度显着提升，数据显示，6家企业整合了全国23家稀土矿山中的22家和59家冶炼分离企业中的54家，冶炼分离产能从40万吨压缩到30万吨，然而相比于年均10万吨左右的需求量，过剩依然严重。“随着六大集团整合深入，产能过剩的问题也有可能会化解。"分析人士表示。

The industry concentration has significantly improved since the establishment of Six Rare Earth Group and the data showed that 22 enterprises among the 23 rare earth mine enterprises together with 54 enterprises among the 59 smelting separation enterprises were integrated into Six Rare Earth Group. And then the capacity of smelting separation was reduced from 400000 tons to 300000 tons while it was still serious overcapacity compared to the average annual demand of 100000 tons. “However the overcapacity problem would be possibly resolved with the deep integration of Six Rare Earth Group." the analysts said.

除此之外，我国稀土产品结构也将随着大集团的出现而进一步优化。以大集团为中心，构建稀土全产业链条，改变数年来稀土散乱的状况，实现国际竞争力无疑是国家重要“蓝图"，稀土产业也成为我国矿产资源领域整合的“样本"。

对于稀土“十三五"规划，信部原材料司巡视员、稀土办主任贾银松指出，“十三五"期间，加快完成六大稀土集团实质性重组，将有助于规范市场秩序、加强创新能力建设、引进技术和人才，加快发展应用产业，从而培育中国稀土的核心竞争力。各个稀土集团的集约化发展，有望提升稀土技术和产品的研发能力，促进稀土相关技术和产品在航空航天、轨道交通、海洋工程、工业机器人、数控机床、医疗器械、无人机等领域的广泛应用。

As to the 13th Five-year Plan, Jiayinsong who is the inspector of Department of raw materials & Ministry of industry and information as well as the director of Rare Earth Office pointed out that during the 13th Five-Year period, to expedite the substantial reorganization of the six Rare Earth Group would conduce to standardize the market order, strengthen the construction of innovative ability, introduce advanced technology and high-end talents, rapidly develop high-end application industry and then cultivate the core competitiveness of Chinese rare earth. Moreover, under the intensive development of each rare earth group, the research and development capacity of rare earth technologies & products was expected to be promoted as well as the relevant techniques & products are promoted to be widely used in aerospace, rail transit, oceanographic engineering, industrial robot, high- end CNC machine tools, medical apparatus and instruments, unmanned aerial vehicle and other fields
