本周稀土市场价格镨钕价格小幅下跌，镝铁铽价格相对稳定。亚洲金属网价格:镨钕金属317-322元/KG，镝铁合金价格1240-1270元/KG，铽金属价格3550-3650元/KG。

This week the price of PrNd has a slight decline while DyFe and Tb are relatively stable. The prices from Asian metal at the weekend present: PrNd is 317-322RMB/KG, DyFe is 1240-1270RMB/KG and Tb is 3550-3650RMB/KG.

8月26日上午，国家物质储备调节中心(简称“国储中心")与四大稀土集团(即中铝稀土、南方稀土、广东稀土和厦门钨业)高层进行非正式会谈，大致确定优先收储6种重稀土氧化物方案；8月31日上午，国家发改委及国储中心同国家财政部就国储款项及结算进行商谈。业内人士表示，今年稀土国储在政府层面已基本无障碍，加之政府部门涉及国储问责，稀土国储将进入快车轨道。乐观估计，稀土招标会议将于9月上旬召开。

On the morning of Aug. 26th, the National Material Reserve Adjustment Center held a non-official meeting with the management of four rare earth groups (Chinalco Rare Earth, Southern Rare Earth, Guangdong Rare Earth, Xiamen Tungsten), roughly decided the purchasing and storage plan of six heavy rare earth oxides. On the morning of Aug.31st, the NDRC (National Development and Reform Commission) and National Reserve Center had negotiated with national financial dept. about the payment and settlement of national rare earth purchasing and storage. Insiders indicate that the national rare earth purchasing and storage is basically accessible at government level this year, relating to the accountability issues, the national rare earth purchasing and storage will move to an express way. Under optimistic estimation, rare earth bidding meeting will be held in early September.

“据我所知，目前国储中心已向财政部发出‘要款报告'，稀土国储在政府层面已无障碍，且国储付款周期将缩短至1个月左右。今年稀土国储也将类似商储分三批进行，届时，国储将分批结算以调动企业积极性。"业内一消息人士表示，同时也指出这批稀土招标量尚不明确，招标价格方面也仍存争议。他表示，一方面，企业界要求在当前市场平均价格基础上再上调10-15%，例如氧化镝99.5%min招标价格将上调至1,400元/公斤左右；另一方面，国储中心将按照稀土协会、亚洲金属网等多家平台的6个月均价进行招标收储，调节幅度将主要考虑付款周期、收储运营等成本。

This year the national rare earth purchasing and storage will be divided into three times and at the appointed time, business purchasing and storage will use partial settlement to arouse the enterprise positivity. Meanwhile the bidding amount remains unclear and bidding price is still controversial. He mentioned that on one side, the company wish to increase 10-15% based on the market average price, for example, the bidding price for Dy oxides 99.5%min should increase to 1400RMB/KG; on the other side, the reserve center will arrange the bidding on purchasing and storage according to the average price of last six months on Rare Earth association, Asian Metal and other platforms. Accommodative amplitude will mainly depend on payment terms, purchasing and storage operations and other costs.

另一来自六大稀土集团的消息人士确认以上招标价格分歧，“根据测算，按照前期亚洲金属等6家平台或网站过去6个月的平均价作为定价的概率较大。那么，本次招标标价将比今年6月初流标价格还低，"他表示，但同时强调，钇、铕、铒、镥产品撮成概率较大，铽、镝和镨钕还得再商讨。他认为，今年国储将可能遵循“先易后难"的思路进行收储。

Another insider from the six rare earth groups confirmed the controversial on the biding price and according to the evaluation, it is more possible to fix the price based on Asian Metal and other six platforms or average price of past six months on website. Then the bidding price of this time will be lower than the price of last bids in early June. He also stressed that the successful probability for Yttrium, Europium, Erbium, Lutecium is bigger while Tb, Dy and PrNd is still negotiable. He said that this year the national rare earth purchasing and storage will follow the idea of priority to the easy.

自今年8月15日北方稀土集团下调镨钕价格以来，镨钕、镝等产品市场价格持续下跌(见下图)，市场人士心理由的坚挺提价转至消极待市，部分业内人士甚至看空后市。亚洲金属认为，进入9月份以来，因欧美夏休陆续结束，中国稀土市场将受国外需求刺激趋于回暖。国内市场来看，尽管今年钕铁硼磁材受风电行业需求降低影响较去年疲软，但总体上仍呈缓慢复苏迹象。假使稀土国储能先易后难形成示范，那么市场人士将重拾信心，相应地，主要稀土产品价格势必将顺势反弹。

Since August 15th, the Northern rare earth group reduces the PrNd price, the market price of PrNd and Dy is continuously falling. The market participants psychological changed from price increasing to negatively waiting, part of the insider even think it will be bearish market. Asian Metal think that since September, the summer break in Europe and USA will come to an end while the Chinese rare earth market demand will increase again after stimulate by foreign market. From the perspective of domestic market, even the rare earth material demand decreases compared to last year which affected by wind power industry demand, but overall it shows a sign of slow recovery. If the rare earth purchasing and storage can form a demonstration with priority to the easy, the market participants will regain confidence and correspondingly, the main rare earth products prices will rebound again.
