n 本周稀土市场镨钕价格稍有上浮，镝铁价格有所下跌，铽价格相对稳定。亚洲金属网价格:镨钕金属331-336元/KG，镝铁合金价格1250-1280元/KG，铽金属价格3200-3300元/KG。

This weekend PrNd price rise slightly, DyFe price fall and Tb price keeps relatively stable. Prices from Asian Metal present: PrNd 331-336 RMB/KG, DyFe 1250-1280 RMB/KG, Tb 3200-3300 RMB/KG.

n 稀土联盟再传捷报，针对稀土永磁产业技术创新战略联盟（“联盟"）向日立金属株式会社（“日立金属"）提起的6,491,765和6,537,385两项美国的无效请求，美国商标局审判和上诉委员会于近日做出了终审书面裁决，裁定前述中涉诉的全部权利要求无效。

Alliance of Rare-Earth Permanent Magnet Industry recently achieved a comprehensive patent victory against Hitachi Metals, Ltd. on its U.S. Patent No. 6,491,765 and 6,537,385, the United States Patent and Trademark Office (USPTO) and its Patent Trial and Appeal Board (PTAB) have made the final written decisions in recent days, they determined that every claim challenged by the Alliance was invalid.

近日，国土资源部下发《关于下达2016年度稀土矿钨矿开采总量控制指标（一批）的通知》（以下简称“通知"），通知提出，2016年度稀土矿（稀土氧化物REO）开采总量控制指标为52500吨，一批钨精矿（三氧化钨含量65%）开采总量控制指标为45650吨。

Recently, Ministry of Land and Resources issued "first notice total amount control on 2016 rare earths tungsten mining index (hereinafter referred to as the "notice"): 2016 annual national first batch of rare earth mining (rare earth oxide) total amount control index is 52,500 tons, the first batch of tungsten concentrate (65% tungsten trioxide content) exploitation total amount control index is 45,650 tons.

从2011年起，对于稀土矿开采总量的指标控制，国家已经实施了几年了。以前我国总是将稀土卖了“白菜价"，欧盟、美国、日本在进口我国的稀土后进行精加工，再以几百倍甚至数千倍的价格出售，这对于我国的稀土业发展是不利的。

Since 2011, total amount control for the rare earth mining index has been implemented for several years. Before China was always selling rare earth at low price, the European Union, the United States, Japan did precision work after import rare earth from China, then sell at prices of hundreds or even thousands of times, it is unfavorable to the development of China's rare earth industry.

其实，稀土开采总量不仅影响着稀土价格，更关乎资源可持续利用，实施总量控制是保护资源的必要手段。这几年，在我国稀土市场好的时候，国内一些小的矿山就乱开采，直接影响了国家的调控。另外，在出口方面，由于小矿山不规范的开采，非正常渠道出口的稀土达到了整个出口量的1/3。

In fact, rare earth mining not only affects prices, but also relates to resources sustainability, the implementation of total amount control is necessary means to protect resources. In the recent years, disorderly exploitation of domestic small mines, directly affect the national control. In addition, in terms of export, small non-licensed mines take 1/3 of the total export of rare earth through illegal channel.

正因如此，我国稀土资源一直被乱采滥挖等现象困扰，因而国家对稀土行业的调控有两个指令性计划，一个是国土资源部管理的矿产品的总量控制计划，另一个是工信部管理的冶炼分离产品的总量控制计划。

Because of this, China rare earth always face illegal mining phenomenon, there are two mandatory plans for national regulation of rare earth industry, one is the total mining amount control from Ministry of Land and Resources, the other is the total smelting separation amount from Ministry of Industry and information.

此次国家在宏观层面对稀土进行开采总量控制，无论是上游、中游还是下游的公司都将受控，未来稀土业的附加值肯定会获得提升。对稀土资源实施总量控制，直接目的是防止过度开采、盲目竞争，促进对优势矿产资源的有效保护、科学利用。

This time the government is taking control on the total rare earth mining amount at the macro level, upstream, midstream and downstream companies will be all under the control, the added value of rare earth industry will be promoted in the future. The direct purpose of total rare earth mining amount control is to prevent overexploitation and blind competition, to promote the effective protection and scientific use of mineral resources on which China has dominant position.

当然，对稀土开采总量控制，根本的是抓好开采指令性计划的执行。在落实中要加大执行力，要有铁腕。要形成事前、事中、事后全过程管控的长效机制，要各稀土省区联动治理。Of course, the most fundamental thing of total rare earth mining control is paying special attention to the implementation of mandatory exploitation plans; to increase executive force in the implementation; to form whole process long-term policy; to implement joint-control of all rare earth provinces.
